PBMessageUI can show messages with different styles/themes under ANY Windows version (yes, including Windows 95).

 

Vista Balloon, XP Balloon, Vista Infotip and Office 2007 Infotip themes are included out of the box, and custom themes can also be created if needed. Best of all, changing a theme of a message is a one line of code change.
